THE FOLLOWING POLICIES AND PROCEDURES SUPPLEMENT THOSE
CONTAINED IN THE LABOR AGREEMENT AND ARE SUBJECT TO CHANGE.
Request for electrician: Contractors must submit requests on our website or by fax prior to 4:00 p.m., Monday – Thursday and Friday by 3 PM. Requests will be filled the next business day.
Affirmative Action Referral Requests: Referral requests to fulfill affirmative action requirements must be accompanied by documentation of the job requirements.
Rejection of electrician: If a contractor rejection of an applicant for employment is timely the referral office will attempt to re-offer the job the same day.
REGISTRATION FOR REFERRAL:
All Books: Must have a paid up dues receipt from home local.
Hiring Hall Registration Form: Book II, III, and IV applicants for employment must fill out an “Application for Registration Form.” This form must be filled out completely in ink and signed by the applicant so we have the proper information to make referrals. It is the responsibility of all applicants to notify the Referral Office of all changes in address, telephone number or special skills.
Work Experience: Applicants may be required to furnish verified proof of work experience to the Referral Office Administrator to qualify for employment.
Re-sign: All Books: Applicants for job referral must re-sign on or within five (5) workdays of the monthly anniversary of their original registration day. Re-sign may be accomplished by any of the following means: www.IBEW110.org go to About Us then Electronic Resign, by fax 651-294-0373, U.S. mail, or in person.
you must resign Every month. Every 3rd month you must resign in person.
Working while on the Book II: Registrants on Book II may take two (2) short calls in their home local and remain on our book. The Business Manager or Referral Agent from the individuals home local will fax notification to Local 110 of acceptance of the short call and re-notify Local 110 upon completion of the short call.
Separations: Local 110 members must bench themselves upon their separation. Placement on the available for work list will be the date the member calls or reports to the Referral Office. (Upon separation from a short call, you must bench yourself the day of separation.)
REFERRAL PROCEDURES:
Job Line / Referrals: The jobs that have been submitted by contractors will be on the job line and on our local union website. These jobs will be updated daily by 5:00 p.m. To access the phone message, call 651-776-4239 and select option 3 then option 1.
Indefinite Calls (calls longer than 14 calendar days): To accept a job - After listening to the available requests (beginning 5:00 p.m. until 7:00 a.m. then next business day), press 1 at the end of the message and leave your name, bench date, phone number and the jobs you will accept. Leave no other messages on this line. The Referral Office will put these messages in bench date order and the applicant with the oldest bench date will receive a call to report to work usually for the following work day. You must have the stated qualifications to “bid” on a job. If you “bid” on a job that you do not qualify for, you will be rolled to the end of the list. An applicant, who leaves a message to accept a referral and then declines when called, will be removed from the book. To get back on the list you will be required to sign up in person and will be placed at the end of the list.
Short Calls: Short calls will be given out by bench date beginning with the date listed on the job line. This is a rolling list, meaning that we will begin where we left off with the previous short call.
The jobs listed will be the only ones offered out the following workday unless a situation would arise requiring immediate action.
Calls will begin at 8 AM and continue until all jobs are filled. The Business Manager is responsible to fill calls in a timely manner. This means in certain situations, referral may have to be made outside the normal hours using whatever means are available to fill calls and place registrants.
Telephone Referrals:
- Referral will be dispatched by telephone unless the applicant is present in the Referral Office.
- All referrals will be made only to the applicant registered for referral.
Referral Slips: Referral slips will be faxed from LU 110 to the contractor as soon as possible on the day of referral.
Building Trades Cards: Workers on Minnesota Building trades projects are required to have a Minnesota Building Trades card in their possession. Book II registrants if you are from a Minnesota local this card will be supplied to you from your home local. If you are from an out-of-state local there will be a $21.00 fee for the card.
Reciprocity: Effective January 1, 2003, all IBEW members who desire reciprocity of their benefit money to their home locals are required to register on E.R.T.S. (Electronic Reciprocal Transfer System). If you are not registered, there will be no reciprocation. This is a one-time registration and may be done through any IBEW Local Union office. If you travel out and register at another local, you may be required to show a letter of introduction.
Order of Referrals:
- Members signing Book I on the same day will be benched in order by their initiation date (oldest date to newest date). Members signing Book II on the same day will be benched in order of the time of day they signed.
- Whether referrals are made by telephone or in person at the Referral Office, applicants are referred out in chronological order, with Book I applicants being referred first, then Book II, III, and IV.
- In the case of calls to satisfy affirmative action requirements or calls requiring special skills the referral agent will make referrals in chronological order to those applicants that made themselves available. It is the member’s responsibility to keep the referral office updated on minority and special skills status. (Note: Exceptions may be deemed necessary by the Business Manager or the Referral Agent.)
- Once an applicant qualifies for, requests and is granted Group I status in any local union, he shall retain that status in the local union and shall not be required to requalify unless he qualifies for, requests and is granted Group I status in another local union. It that situation occurs, the applicant would have to requalify for Group I status in any previous local union(s) in which he enjoyed Group I status.
Short Calls:
- Duration of Short Call: Short calls shall be a maximum of fourteen (14) calendar days
- Notification of Short Call Termination: All Book I members working a short call must notify the Referral Office on the day of the termination.
Position on Referral List: Applicants who accept a job, and through no fault of their own, are rejected or terminated during the time frame of a short call, will be returned to their former position on the appropriate book.
Working Out of Town:
- A Book I member must notify the Local 110 Referral Office and Benefit Office when you take a call in another local. You must also notify the Local 110 Referral Office and Benefit Office when you are no longer employed in another local.
- In the event that Local Union 110’s Book I becomes “clear” members working out of town will be notified that they are needed at home to man our work. (The Business Manager will determine when the bench is considered clear.) Any member who has been notified and chooses to stay working out of town will be rolled from the book.
- Travelers: Travelers registered for referral through LU 110 must notify the Referral Office when they accept a call in another local.
Discharge for Cause
Any individual who receives two (2) discharges for cause or has had four (4) recorded customer / contractor complaints within a twelve (12) month period are to be suspended from future referral privileges until they appear before the Appeals Committee. The committee will make a determination as to their eligibility for referral. Any member who feels the referral office has wronged them or unjustly suspended them from referral eligibility, due to discharges, may make a written request to the Business Manager to have their case heard by the referral appeals committee. The committee will meet in a timely manner when a request has been received to hear an appeal.
